CONGRATULATORY MESSAGE TO ALL MUSLIM FAITHFUL FROM OGUN STATE GOVERNOR, PRINCE DAPO ABIODUN



           It's a first kind of Eid this year, and I congratulate all Muslims in Ogun State and Nigeria for Allah's grace to witness it.

          I call on the Muslim Ummah to use the season to have a sober reflection on the principles of love, kindness and sacrifice which are the very essence of the season.

            As we solemnly celebrate in our different homes, let's pray to the Almighty for a quick and permanent way out of this pandemic that has altered the congregation of faithful and glamorous celebrations that usually come with Sallah. Even as we are unable to gather, let's remember persons of other faiths in our prayers, as it is only our collective wellness that can move us forward.

           Above all, let's be charitable and extend a hand of kindness to the poor and the needy in line with the Holy Teachings.

EID-EL-KABIR: OGSPAM BOSS, IYERU SALUTES MUSLIMS, HE CALLS FOR PRAYERS FOR THE NATION AND WORLD AT LARGE



          As Muslim faithful celebrate Eid-el-Kabir, the Chairman of the Ogun State Park Management Board (OGSPAM), Alhaji Akeem Bodunrin Iyeru, has urged them to continue to uphold and promote the core values of Islam for the sustenance of peace, unity and progress of the country.

          In a Sallah message released from his media Office, Alhaji Iyeru, who felicitated with Muslim faithful, also wished them the guidance and blessings of Allah, calling on all Nigerians to continue to supplicate for the progress of the country, through good deeds, sacrifice and abiding faith in God.

          "Eld- El-Kabir is a celebration that honors the prophet Ibrahim’s selflessness and willingness to sacrifice his son as an act of obedience to God’s command. Let us continue to uphold and promote the core values of Islam for the sustenance of peace, unity and progress of the country.

          "We should never fall short of our reputation as an inclusive society, where all religions continue to live in peace and harmony with each other.

          "Lastly, let us continue to support Gov. Dapo Abiodun in his quest to making life more abundant for the people of Ogun State, he said.

EID-EL-KABIR, OLU ORILR KEMTA SENDS GOODWILL MESSAGES TO ALL MUSLIM FAITHFUL




          The Olu Orile Kemta, His Royal Majesty, Oba (Amb) Adetokunbo Gbadegeshin Okikiola Tejuosho felicitate with Muslim throughout the world on this year's Eid-el-Kabir celebrations. Describing it as time for conscious effort to pray vigorously to Allah to heal the world in it's entirety.

           The Monarch made this statement through his office on Media and Public affair on Friday the 31st July, 2020. He said "religion should be used as a means to advance love, sacrifice and peaceful coexistence among the people" He implored Nigerians to continue to pursue peace, love and unity that we stand for as a country. And also not relent in praying for healing across the globe to end the reigns of the current plague in the world.

          He stressed that Muslims should practice the virtue of Islam as professed by Prophet Mohammad (SAW). As he advised Muslims to imbibe the lessons of total submission and obedience to the acts of Almighty Allah.

          Kabiyesi urged everyone to be law abiding, follow the laid down guidelines of social distancing and keep proper hygienic measures during and after the celebration of this holy Islamic festival.

          In his statement:
"Our ultimate objectives should be collective effort to live in harmony, support one another irrespective of religious, ethnic and political inclination, for sustainable development of our dear country Nigeria".

          He further stressed that Nigerians across board should be brothers keepers; by remembering one another in prayers and assist the hurting, the sick, and victims of Covid-19.

          He therefore, wished all Nigerians a peaceful and joyful celebrations.

OLAOTAN: AN EXEMPLARY YEWA MAN THAT CANNOT BE SOILED




          My attention has been drawn to a malicious publication and spread by mischief makers on social media hiding under a faceless name to smear the person of our benefactor, Hon. Babatunde Olaotan (HBO), the Special Adviser to the Governor on Government House and General Matters

         With the hard work that governance comes with, I would have naturally not given the malicious publication by OGUN CHRONICLE a thought, but it has become necessary just to set the record straight due to the unrelenting efforts of the detractors to dent the good name HBO has built for himself over the years.

          With all available information at my disposal especially as a loyal disciple of this great personality, I can unequivocally state that the issues raised are totally false and baseless fabrications from those whose job is to hide in the background to discredit personalities worthy of celebration due to envy and bad belle politics.

           The desperate attempt by these attention seekers further proves that HBO is making a difference and setting the pace for others to follow. Going down memory lane till date, HBO stands as one of the most accommodating leaders in Ogun state. No wonder he has remained a blessing to his generation and younger ones since his adventure into politics dated year 2000 when he was appointed a Supervisory Councillor in Yewa South Local Government.

           HBO as he is fondly called is not just a gift to his political constituency, he is, also, a gift to all the youths in Ogun state through his many contributions to youthful activities and engagements.

           In thier failed attempt to bring the personality of HBO into disrepute, the lies told against him projects how desperate people can be in the show of ignorance and cynicism.

          But being a man of integrity with unwaven focus to the development of Ogun state through his office and his assistance to the people of Ogun state in official and personal capacity, HBO will not be distracted by these obvious campaigns of lies and calumny.

          As the flame of lies die even before it was started, all of the allegations against HBO in those publications are nothing but fallacy.

          We urge the peddlers of the publication to identify themselves and make thier accusations public rather than being a coward.

           But for the avoidance of doubt, the recent rise in people being paid to “peddle blatant falsehoods” against officials of the government is not enough to stop the good work that the Governor has started.

             The publication is riddled with beer parlour gossips and mere speculations.

            Over the years and even before his current appointment, HBO has proven himself as a man of integrity, honour, strong character and values

            HBO is an exemplary Yewa son that the whole of Ogun state takes pride in. No wonder he's so loved among hundreds of thousands of ogun state youths.

              Finally, the legacy of the man fondly called HBO is one that will be used as a yard stick to measure achievements in office and no matter how they try to discredit him, they will always fail.

HIGHLIGHT OF GOVERNOR ABIODUN'S PRESS CONFERENCE ON THE STRATEGIES EMPLOYED IN COMBATING COVID-19 PANDEMIC IN OGUN STATE




1. It is worrisome that Ogun State, like Nigeria, has witnessed an increase in the number of confirmed COVID-19 cases since my last related press briefing. Despite our having screened over 10,000 persons and also tested about 5,611 people as at yesterday, 28th July, 2020; we have 1,326 confirmed cases; out of which 1,068 have been discharged; while we have an unfortunate record of 23 related fatalities; with 227 active cases. As we intensify efforts as a government therefore, I urge everyone to adhere to advisories rolled out by health authorities.


2. One of the two major discourses in the public domain is the reopening of schools. Despite having initiated e-classes for students, we understand the uniqueness of physical classes, so we have made available Risk Assessment Forms on ogmoest.org to public and private schools to evaluate readiness for the adoption of the FG’s resolve to allow SS3 students resume on 4th August to prepare for SSCE (to begin on the 17th). A mandatory virtual training is also being organised for school staff on decontamination, medical equipment, toilet facilities, flexibility of closing times, and special requirements for boarding schools.


3. The other discourse is the reopening of worship centres. After rigorous deliberations by the related Committee, I can announce that worship centres will tentatively reopen on Friday, 14th August, on the condition that they adhere to agreed guidelines, failing which we shall not hesitate to impose severe sanctions on erring centres. These are on the use of facemasks and hand sanitizers; distancing; and provision of medical, toilet and hygiene facilities including Veronica buckets. Others include:


A. Muslims to perform ablution at home and go to Mosque with personal praying mats;

B. Certified medical personnel to check worshippers’ temperature before admittance to venues;

C. Handshakes, hugs and air conditioners to be avoided in all centres;

D. Provision of isolation rooms, as well as digital cameras to record services, in each centre;

E. Adequate medical support to be provided for sick persons;

F. Duration of services not to be more than an hour and a half, while intervals in the case of multiples should be of the same duration;

G. Constant sensitisation on COVID-19, its dangers, preventive measures, and especially the susceptibility of the elderly, to be included in sermons;

H. Large worship centres (with more than 200 worshippers in a given service) to further pursue concurrence with the State Government Committee, towards ensuring ventilation and effective entry and exit management procedure and the avoidance of item sharing during Holy Communion;

4. Earlier today in an unrelated address, I announced that going by the counsel of the Ulammah and the resolution of the NSCIA, Ogun State will unfortunately not be celebrating the coming Eid-el-Kabir (called Ileya) , which comes up on Friday, 31st July, owing to COVID-19 restrictions which disadvise large gatherings, whether for prayers or partying. We will all therefore have to celebrate solemnly with our families, as the Almighty Allah (SWT) grants us the grace to celebrate more Ileyas in our lifetime.

5. All current measures and restrictions will remain in place for the general public. These include: 10pm-4am daily weekday curfew; total weekend lockdown; transport sector restrictions; decontamination and physical distancing; restaurants’ takeaway service allowance; measure compliance by industries; and wearing of facemasks, which if flouted is punishable by up to 6 months' imprisonment under an extant Regulation and State Law.

6. I will not stop appreciating all first responders in health, security and the media, as well as individual and corporate organisations, for their unrelenting contributions and sacrifices towards flattening the curve on the COVID-19 spread and easing the effects of the pandemic.

GOVERNOR DAPO ABIODUN MFR SIGNS REVISED 2020 BUDGET INTO LAW




          The Ogun State Governor, Prince Dapo Abiodun has signed the Revised 2020 Appropriation Bill into law, with a pledge to pay attention to health, education, infrastructure and other sectors that would boost the economy of the State.


          Signing the Budget which was reduced from N449.97bn to N280bn in his office at Oke-Mosan, Abeokuta, after receiving it from the Speaker of the House of Assembly, Rt. Hon. Kunle Oluomo, Governor Abiodun said his Government would work within the Budget to ensure that the people get its benefits.

           "I want to appreciate our Lawmakers for expediting action on the Bill. The relationship between the Legislature and the Executive is exemplary. Issues relating to moving the State forward, are always given prompt attention.


            "The House has done the needful. They have done a good work. We will do our best to ensure that we work within the Budget, by paying attention to those sectors that impact positively on our people," the Governor explained.

             He noted that the review of the Budget was due to the adverse effects of the COVID-19 pandemic, in line with the current realities, adding that the Government would fix the inadequacies in the health sector, as highlighted by the Coronavirus.

            Speaking earlier, Speaker Oluomo explained that relevant stakeholders were engaged in the course of amending the Bill, expressing the hope that it would reengineer the socioeconomic condition of the State.

NO 'GENERAL EID PRAYERS' IN OGUN STATE SAYS GOVERNOR DAPO ABIODUN




The Ogun State Governor, Prince Dapo Abidoun has said that there would not be any form of "Eid" prayer or any form of public gathering in respect of the Eid-il Kabir in the State this year.


The Governor noted that the ravaging COVID-19 has made the cancellation inevitable.

"It is in line with the resolution of the Nigerian Supreme Council for Islamic Affairs (NSCIA) in the State," he said, adding that each family in the State should help in the battle against the pandemic by following the Covid-19 guildelines and observing their “Eid” prayer at home.


Prince Dapo Abidoun made this known at the Executive Chambers of the Governor's office, Oke-Mosan, Abeokuta.

       He said that the Eid-il-Kabir celebration in the State would follow the same pattern with the Eid-il-Fitri at the conclusion of the Ramadan Fast, two months ago.


           "I understand that “Ileya” celebration will be on Friday, 31st July, 2020. However, having considered the prevalent circumstances as dictated by COVID-19, this Eid-il-Kabir celebration in Ogun State will follow the same pattern as we had during the last Eid-il-Fitri at the conclusion of Ramadan fast, two months ago, We are guided by the counsel of the Ulammah, and especially, in line with the resolution of the Nigerian Supreme Council for Islamic Affairs (NSCIA).


           "Let me state, therefore, that there will not be any form of “Eid” prayer or any form of gathering in Ogun State. Therefore, each family will have to observe the “Eid” prayer at home. We beseech our citizens to stay safe by staying at home; there will not be any form of festivities or any gathering that violate the COVID-19 protocols of not more than 20 people at a time," he said.

            The Governor also noted that the new Chief Imam is not just a spiritual leader to Muslims alone, but now belongs to an echelon of leaders in the society.

           He added that he believes the new Chief Imam would use his spiritual office not just to provide ambience for the spiritual development of the people but also set a great example for the people.

            In his response,the Chief Imam, Sheik Sadalahi Bamgbola thanked the Governor for his support towards the Muslim community in the State, adding that the Muslim community would continue to give the Governor all the support he requires in his task to make the state a better place for the people.

ADDRESS DELIVERED BY THE GOVERNOR OF OGUN STATE, HIS EXCELLENCY, PRINCE DAPO ABIODUN MFR, O UPDATE AND EFFORTS TO COMBAT COVID-19 PANDEMIC ON WEDNESDAY, 29TH JILY, 2020





          My dear people of Ogun State,
It is 26 days that I last addressed you on our continued efforts towards fighting COVID-19. The scourge has not only redefined human relationship, but has drastically changed the face of social interactions, and, indeed, life and living, generally. For now, we are all adapting to a new normal that nobody can say if we will ever return fully to our old ways. Nevertheless, we cannot fold our arms and sit on the fence for things to further degenerate. We will always be ready to deploy resources, insight and our capabilities to live with this new normal and hope that by providence, we will get away with the scourge as soon as possible.
2. However, as of now, the best of projections and prognoses show that we are yet to reach the peak of transmission. The national figures are frightening. We have total confirmed cases of 41,804 as at Monday 28th July, 2020; 18,764 persons were treated and discharged. It is worrisome the number of fatalities continues to rise especially in the last 4 weeks. This has risen to 868. In our home State, it is also a fact that the number of cases of COVID-19 is on the upward swing, particularly in the last few weeks of the second phase of our ease of the restrictions and opening up of more sectors of our economy. As at the same 26th July, COVID-19 figures in Ogun State are: we have screened over 10,000; we have also tested 5,611 people; we have 1,318 confirmed cases; out of which 1, 054 have been successfully treated; but, I must also say that we have regrettable cases of 23 fatalities; while we still have 224 receiving medical attention. We will continue to intensify efforts and enlarge our screening capacity so that we can identify infected people for prompt treatment and resultantly flatten the curve.
3. We must admit that by available statistics, community transmission of the pandemic is increasing on daily basis. What makes it more worrisome is that many carriers are asymptomatic and this is putting our public health and safety at a higher risk, thus demanding that we must take personal responsibility. To this end, I urge our people to continue to take personal responsibility by adhering to the precautionary measures as enunciated by the World Health Organisation, Presidential Task Force on COVID-19 and the National Centre for Disease Control. We should ensure personal compliance and that of our loved ones.
4. You will recall that I mentioned in my last address that we were yet to commence full reopening of the economy. Our approach to full reopening is gradual. Our dear State’s economy cannot afford a reversal of the gains to stem the tide of community spread and we need to prepare more for the post-COVID-19 era. The fact is that while we continue to provide conducive environment for the individual prosperity of all our people, we will also continue to put measures in place to ensure and guarantee their wellbeing, welfare and wellness in this COVID-19 period and at all times. I must say that this is the kernel of the implementation of the “Building our Future Together” Agenda.
5. In the last few weeks, two important subjects have pervaded public discourse as it concerns Ogun State and COVID-19. They border on reopening of schools and the reopening of worship centres. These two subjects have peculiar importance to us as a Government. The education sector has not only been one of the biggest industries in our dear State, and there is no gainsaying that we are the education capital of Nigeria. We also are homes to the biggest worship centres of the two major religions in Nigeria: Islam and Christianity. Here is where people come from different parts of the nation and even from all over the world to worship God in truth and in spirit.
6. On education, we appreciate the fact that only properly prepared and equipped youth of today will take the advantages and benefits of the future we are building. Education is a major pillar upon which we hope to build a better future for our children and grand children. We appreciate its importance so much that even in the heat of the COVID and its effects, we were the first to organise e-classes through the Ogun digiclass to keep our students safe whilst engaging in their studies and ensuring that learning continues.
7. However, we also appreciate the fact that we need to make these students physically available, especially to sit for external examinations which are not peculiar to our country alone. In this direction, we have put in place a multi-dimensional approach towards ensuring that our students resume learning in a safe and healthy environment. Our fear is that children are mostly asymptomatic even as carriers. These asymptomatic carriers might go back home after contracting the virus innocently and the transmission continues to their parents, or grand-parents, cousins, aunties and thus increase the spread of the virus.
8. I want to inform the people of Ogun State that, with or without COVID, the children of Ogun State and their education will remain our biggest priority. We have continued to engage different stakeholders in the educational sector and we have received far-reaching recommendations.
9. Towards this direction, we have made available to all public and private schools a Risk Assessment Form on www.ogmoest.org to assess their readiness and close identified gaps before resumption of academic activities. We are happy that the Federal Government and the external examination bodies, especially the West Africa Examination Council (WAEC), have agreed on resumption dates and dates of examination especially for the exit classes. Therefore, in line with the Federal Government resolutions, exit classes, that is – strictly SS3 only (public or private schools) - will resume classes on Monday, 4th August, 2020. Then, there will be a 2-week revision classes to prepare the SS3 students for the commencement of the Senior Secondary Certificate Examination (SSCE) slated to start on Monday, 17th August, 2020. In readiness for this, we are putting in place facilities to meet COVID-19 preventive criteria. Amongst others:
* • A mandatory virtual training on prevention of Covid-19 for our school Administrative Heads and teachers;
* • Decontamination of the schools;
* • Teachers are being trained as first line responders
* • Establishment of sick bays / isolation rooms in each school
* • Provision of face masks
* • Provision of infrared thermometers
* • Provision of adequate supply of running water;
* • Provision of veronica buckets;
* • All School Administrators are to ensure that teachers are frequently trained on Information and Communication Technology (ICT) for virtual engagement of students;
* • Principals and Vice-Principals are to ensure staggering of closing time for students;
* • There will not be general school assembly but schools will observe class assembly.
* • There are additional requirement for boarding schools, which the ministry of Education, Science and Technology will communicate to schools with boarding facilities before operating the facilities.
These measures are also applicable to all private schools operating in Ogun State. As a matter, it should be noted that any School, whether private or public, that fails to comply with these guidelines will not be allowed to reopen. Let me also state that, with the exception of students in the exit classes, all students in our schools would enjoy Automatic Promotion to the next class. The Basic Certificate Examination (BECE), National Business and Technical Education Board (NABTEB) and Common Entrance Examination into the 33 Model Schools with boarding facilities in our dear State will be announced on a later date.
10. Let me use this opportunity to implore all our parents, teachers and all other stakeholders in the Education sector of our dear State to continue to ensure the safety of our children. You all need to pay special attention to all these pupils and students and ensure that they take to all the precautionary advice and measures as soon as the schools are reopened. We cannot afford the spread of this pandemic in schools and our homes. By doing this, you will not only join in the fight against the Corona Virus, but also share in the Government efforts towards the successful implementation of our “Building our Future Together” Agenda.
11. I will now address the worship centres. The arguments have been diverse and opinions divided. But, as a government, we are not unmindful of the need to balance the spiritual fulfilment of citizens and their peaceful, secure and prosperous earthily imperatives. We, therefore, resolved to continue to strategise in line with the Presidential Task Force address of Monday, 29th June, 2020 which lifted the ban on worship centres, but allows each State of the Federation to manage its own peculiarity.
12. At this point, let me state very clearly that our Administration will remain resolute in its commitment and will not be distracted towards improving on the wellbeing, welfare and wellness of the people of Ogun State. Some have argued that we should have opened the worship centres immediately we opened markets. But, I have to state that there is a huge world of difference between our market places and our worship centres, especially in this part of the world. Markets, in Yoruba land, are usually open places with shops; people move around and will hardly be at a place for more than a few minutes at any time.
13. On the other hand, religious centres are enclosures; people are at a place for longer period of time; and, a lot of chanting and ecstatic expressions happen. In addition, a deep look into the population of our worship centres reveals that most of our worshippers are the elderly. They are medically and physically more vulnerable. We will rather want our worship centres to be venues of solemnisation of matrimonies; christening of new-borns; venues of thanksgivings and praise-worship to the greatness of God rather than being centres that unwittingly promote community transmission of COVID-19 and or any other communicable diseases for that matter. This explains our cautious, consultative, inclusive, and collaborative approach to reopening of our worship centres. Be that as it may, we appreciate the fact that a wholesome development of a human being also entails a spiritual rejuvenation and a modicum of divinity.
14. We have continued to engage the leaderships of the two religious bodies, as represented by Christian Association of Nigeria (CAN) and the League of Imams and Alfas on the modalities for the reopening of the religious houses. And, we thank them for their understanding, support and solidarity. In fact, the committee on the consideration of reopening of worship centres has been enlarged to include the Honourable Commissioners for Health; Environment; and, Physical Planning. This committee has continued to interface with the leadership of different religious centres at several times. I must say that this has yielded positive results.
15. We now have Guidelines for the reopening of our worship centres jointly developed and agreed with our religious leaders. This was finalised after collaborative and inclusive meeting with the religious institutional representatives and made available on Monday, 27th July, 2020. It is in our collective interest to fully comply with the Guidelines so that, together, we can further flatten the curve of this pandemic. For the avoidance of doubt, some of the elements of the guidelines are as follows:
* i. All congregants must wear their face masks appropriately (that is, No facemask, No entry);
* ii. Adequate provision of running water;
* iii. Worship centres should be adequately cleaned and disinfected before and after services;
* iv. Household bleach solution / equivalent should be adequately prepared for disinfectations;
* v. There should be adequate provision and supervision of multiple Veronica Buckets for handwashing (fully automated handwashing machines are preferable);
* vi. There should be provision of alcohol-based sanitiser which must be used before and after service;
* vii. Worship centres should provide adequate toilet facilities with water;
* viii. Muslims are advised to perform ablution at home and go to Mosque with their personal praying mats;
* ix. Qualified Medical Practitioners or trained personnels should check the temperature of worshippers with infrared thermometer before allowing them to enter worship centres;
* x. There should be adequate medical support for sick persons;
* xi. All services on Friday/Sunday and other week days must adhere strictly to COVID-19 Guidelines;
* xii. There should be pre-designated standing position/sitting points to ensure not less than 2 meter distancing;
* xiii. The duration of religious services should not be more than one and a half hours. In addition, same duration of one and a half hours must be observed as intervals, where there are multiple services;
* xiv. The use of Air-conditioners should be discouraged while worship centres should be well ventilated with the use of fans;
* xv. There should not be any handshake/hugs by worshippers;
* xvi. Proper awareness of the susceptibility of the aged and people with signs of ill-health should be adequately created among worshippers at all times;
* xvii. Constant sensitisation of COVID-19 and its dangers should be included in sermon and goodwill messages;
* xviii. Provision of isolation rooms is mandatory in all worship centres or facilities;
* xix. Religious services and events should be recorded with digital camera for record purposes;
* xx. Worship Centres and facilities with more than 200 worshippers in a given service must further seek concurrence with the State Government committee;
* xxi. At all times, there should be adequate ventilation and effective Entry & Exit Management Procedure in each of the Worship Centres;
* xxii. Administration of holy communion should be devoid of sharing of any item and must follow COVID-19 protocols.
16. In view of the above, Friday, 14th August, 2020, has been tentatively fixed for the reopening of worship centres. We urge our religious leaders to ensure that they abide by the measures mutually agreed upon and rolled out. As Government, we will not hesitate to impose severe sanctions, including, but not limited to lockdown, on any Worship Centre that fails to comply with the laid down guidelines. It is important to note that all religions make provision for obedience to God and the authorities of the land. The Holy Qur’an stipulates in chapter 4, verse 59 that “O you who have believed, obey Allah and obey the messenger and those in authority among you...” The same message is also preached in the Holy Bible. According to the English Standard Version (ESV), Roman 13, verses 1-7, “let everybody be subject to the governing authorities... Those that exist have been instituted by God... those who resist will incur judgement”. We pray that God in His infinite mercies will continue to answer our prayers and help us with a cure to this pandemic. Amin!
17. At this point, let me congratulate the entire Muslim Ummah on the sighting of the moon of the 12th month of the Islamic calendar which also heralds the celebration of Eid-il-Kabir, popularly called “Ileya”, which is the 10th day of the last month of Islam. I understand that “Ileya” celebration will be on Friday, 31st July, 2020. However, having considered the prevalent circumstances as dictated by COVID-19, this Eid-il-Kabir celebration in Ogun State will follow the same pattern as we had in Eid-il-Fitri at the conclusion of Ramadan Fast, two months ago. We are guided by the counsel of the Ulammah, and especially, in line with the resolution of the Nigerian Supreme Council for Islamic Affairs (NSCIA). Let me state, therefore, that there will not be any form of “Eid” prayer or any form of gathering in Ogun State.
18. Therefore, each family will have to observe the “Eid” prayer at home. We beseech our citizens to stay safe by staying at home. And, there will not be any festivities or any gathering that violate the COVID-19 protocols of not more than 20 people at a time. We want to thank the entire Muslim Ummah for their thoughtfulness and consent that this year’s prayers will be observed privately and solemnly. I pray that we will all celebrate many more Eid-il-Kabir in the land of the living and in good health. Amin!
19. Let me also remind all of us that the initial precautionary measures are still in place. For clarity, the existing guidelines to combat COVID-19 in the State still subsist. These include:
i. All 5 working days in the week (Monday to Friday) are still opened for businesses and other economic transactions with only Saturday and Sunday as lockdown days until 14th August, 2020;
ii. Observation of dusk-to-dawn curfew as directed by the Presidential Task Force (PTF) i.e. between 10.00pm and 4.00am daily;
iii. Wearing of face masks in the public is now compulsory. Therefore, I hereby invoke powers conferred on me by Regulation 7 of the Infectious Diseases (Emergency Prevention) Regulations No. 2 of 2020 (the Regulations), made pursuant to section 33 of the Public Health Law of Ogun State (the Law), to mandate the compulsory wearing of face masks by all persons in public as part of measures to prevent the rapid spread of the Coronavirus pandemic (COVID-19). Failure to do so is punishable by up to six months' imprisonment under Regulation 8 of the Regulations and section 68 of the Law;
iv. Only one passenger is still allowed for motorcycles and two passengers only for tricycles;
v. Taxi cabs and buses still have 60% limitation on their carrying capacity and the measure to arrest and impound any driver that contravenes this in our State is still in force;
vi. The COVID-19 Task Force in markets must continue to ensure physical distancing, availability of hand washing facilities, and use of gloves and facemasks for traders;
vii. Decontamination will continue in our markets and other public places;
viii. Limitation of all gatherings to a maximum number of 20, is still in effect till 14th August, 2020;
ix. We have commenced the process of certifying Gyms, arcades, swimming pools, barber-shops, spas, beauty Salons, and all public parks, and golf courses including those in private residential estates with a view to reopening them in the foreseeable future;
x. Event centres, bars, casinos, cinemas, and night clubs are still under lockdown;
xi. Restaurants are permitted to provide only take-away services and should also ensure that there are no more than 10-15 customers at a time with physical distancing measures in place. Guidelines for eat-in services are still being fine-tuned;
xii. All industries in Ogun State must continue to comply with the “Infection Prevention and Control Guidelines for Workplaces in Ogun State to Combat COVID-19” as issued by the Ministry of Health in conjunction with the Ministry of Industry, Trade and Investments. Therefore, testing of staff for COVID-19 in all industries in the State must be sustained;
xiii. The Task Force set up to conduct random spot checks on the premises of the industries, restaurants and other business enterprises to confirm compliance is still in operation.
20. As I end this address, I thank all our frontline workers – doctors, nurses, pharmacists, medical lab scientists and indeed all health workers for their dedication towards this fight. I will continue to commend the team spirit and doggedness of our security personnel, journalists and other essential workers for their efforts to flatten the curve of COVID-19. Similarly, I appreciate all individuals and corporate organizations that have partnered with us by way of donation and other means. We are indeed grateful. However, our doors are still open for more collaboration with interested individual or organizations on the fight against this COVID-19.

WE ARE FOCUSED ON INFRASTRUCTURE SAYS GOVERNOR ABIODUN




          Governor Abiodun of Ogun State has emphasised the determination of his Administration to develop road infrastructure for the collective socioeconomic development of the State.


          The Governor, who made this known while receiving in his Oke-Mosan office the Speaker of the Federal House of Representatives, Rt. Hon. Femi Gbajabiamila, stressed the importance of road infrastructure such as the Lagos-Sango-Abeokuta Road which is proximal to Agbara, one of the State's industrial hubs.

           Recall that the State Government is in talks with the FG over the ceding of the busy expressway for full reconstruction.


          Governor Abiodun described how his Government was working to complete the reconstruction of the Ijebu Ode-Epe Expressway which it began earlier this year.

           Rt. Hon. Gbajabiamila was updated on the efforts of the State Government towards containing the spread of the Coronavirus, including the installation of numerous medical facilities across the State as well as the training of teachers in public schools, in preparation for the reopening of schools.


          Governor Abiodun, while eulogising the visiting Hon. Speaker, said he was proud of Rt. Hon. Gbajabiamila because he was not only representing his Surulere Federal Constituency but also the entire Southwest as well as the All Progressives Congress, APC.


OGHA CONFIRMS TENURE EXTENTION FOR 18 LG TRANSITION CHAIRMEN, DECLINED TWO




          The Ogun State House of Assembly has confirmed the extension of 18 Transition Chairmen of the Local Government Councils effective from 19th July, 2020, while the confirmation of the Chairman of Remo North, Biodun Somoye and his Ogun Waterside counterpart, Femi Onanuga were stepped down.

          The extension followed the presentation of the report of Committee on Local Government and Chieftaincy Affairs by the Chairman, Hon. Akeem Balogun at the Plenary held at the Assembly Complex, Oke-mosan.

          Balogun, who reeled out the names of members who were successfully cleared subsequently moved the motion for the adoption of the report, seconded by Hon. Ganiyu Oyedeji, and unanimously supported by all the lawmakers through a voice vote.

          The report partly reads, "the Committee however, did not recommend the extension of tenure for the Transition Committee Chairmen of Remo North, Hon. Biodun Somoye and Ogun Waterside Local Government, Comrade Femi Onanuga due to the fact that petitions received from the respective Local Government councils are still receiving the attention of the House".

          "The Committee therefore recommended the extension of the tenure of eighteen (18) transition Chairmen Committees and committee members of Remo North and Ogun Waterside Local Government, having been found eligible and suitable", the report stated.

          Responding, Speaker Oluomo directed the State Ministry of Local Government and Chieftaincy Affairs and Heads of Local Government Government Administration (HOLGA) to implement the Assembly's decision, while the Vice Chairmen of the two affected councils should take over the administration as Acting Chairman in their respective councils.

          Oluomo also invited the two unconfirmed Chairmen to appear before the lawmakers on Tuesday, 11th of August 2020 for an interface with the lawmakers on their case.

          In another development, the Assembly Committee on Lands, Housing and Justice as well as Justice, Ethics and Public Petitions have presented their report in respect of the petition for the stoppage of further destruction of houses and properties along Lusada-Igbesa Road.

          The report which was presented by the Chairman, House Committee on Lands and Housing, Damilola Soneye recommended that all land owners, sharing boundaries with the Ogun-Guandong Free Trade Zone must engage the State Property and Investment Corporation (OPIC) for proper documentation and ratification of their lands.

          It directed that compensation should be paid to the owners of the remaining land, whose landed properties were acquired, acknowledging that compensation was paid on 650 hectares earlier acquired.

OGUN ASSEMBLY PASSES 2020 APPRORIATION AMENDMENT BILL




          Ogun State House of Assembly has passed the year 2020 Appropriation (Amendment) Law which seeks to reduce the annual budget from N450bn to N280bn resulting in 38% reduction of the initial budget.

           The passage of the bill titled: "H.B. No. 050/OG/2020- A Bill for a Law to amend the Year 2020 Appropriation Law", was consequent upon the presentation of the report of House Committee on Finance and Appropriation by the Chairman, Olakunle Sobunkanla at a plenary presided over by Speaker Olakunle Oluomo in the Assembly Complex.

           Sobunkanla thereafter moved the motion for the adoption of the report, seconded by the Minority Leader, Ganiyu Oyedeji and supported by other lawmakers through a voice vote.

            The Assembly later considered the bill clause-by-clause before the Committee of Supplies of the House, after which the motion for the third reading was moved by the Majority Leader, Yusuf Sheriff, seconded by a member representing Odeda State Constituency, Oludaisi Elemide after which the Clerk of the House and Head of Legislative Services, Deji Adeyemo did the third reading.

            Responding, Speaker Oluomo directed that the clean copy of the bill be transmitted to the Governor, Prince Dapo Abiodun for his assent.

             Meanwhile, two bills including the State Energy Board Law, 2020 and the State Safety Commission Law, 2020" scaled the first reading, as they were read by the Clerk/ Head of Legislative Service, Deji Adeyemo before the lawmakers.

2020 REVISED BUDGET: OGUN LAWMAKERS ENGAGE FINANCE COMMISSIONER, AS BILL SCALES SECOND READING




          Ogun State House of Assembly today played host to the State Commissioner for Finance, Mr. Dapo Okubadejo preparatory to the consideration for the passage of the 2020 revised budget, which was reduced from N450bn to N280bn, resulting in 38% cut recently forwarded to it by the State Governor, Prince Dapo Abiodun.

          Consequently, Okubadejo at the parley outlined the steps by the present administration towards the implementation of the economic blueprint for the post Covid-19 period to further developments in all parts of the State including, reduction in the budget size of some sectors and agencies in line with the global socio-economic challenges posed by the pandemic .

          The step, according to him was in line with the Federal Government's resolve to also slash its budget and revenue projections in line with new economic realities and shortfall in oil prices in the global market.

          The Commissioner noted that at the national level, the Federal Government had earlier noticed 47.7% decline in the economy and ensured 22% reduction in oil production, hence, it approved the decrease of the 2020 budget benchmark from $57 to $30 per barrel respectively.

          Giving analysis of the State's budget re-alignment, he intimated the lawmaker that N23.685b was now being expected as statutory allocation from the Federation Account as against the former N43bn, while N14.101bn was the expected target from Value Added Tax (VAT) with capital receipts of N108.26bn now being proposed.

          Okubadejo, while fielding questions from the the lawmakers, ascribed the adjustment in the 2020 Appropriation Law to the ravaging pandemic, saying it has caused a downfall in the nation's economic index including the gross domestic product (GDP).

           He assured of more financial management reforms by the State Government to boost revenue drive, stating that the State would strengthen its revenue enforcement team to ensure strict tax compliance and leverage on ICT as well as ensure sustainability of digital security measures to checkmate revenue leakages.

           He added that the State would take more advantage of educational counterpart fund and new revenue drive to finance the education sector, having reduced the sector's budget from 21% to 15% in the proposed budget, with a view to upholding the standard of excellence at all levels of the State educational system.

          Consequently, the Assembly therefore passed the bill titled: HB. No. 050/OG/2020- Year 2020 Appropriation (Amendment) Law, 2020 for second reading shortly after the Chairman, House Committee on Finance and Appropriation, Kunle Sobukanla moved a motion for its second reading, seconded by Solomon Osho and supported by the Whole House through a voice vote. The action, according to Assembly was based on the earlier engagements with the State Commissioner for Finance on the rationale behind the proposed reduction in the 2020 budget .

          Responding, Speaker Olakunle Oluomo, while committing the bill to the House Committee on Finance and Appropriation, underscored the need to speed up the process of redesigning land title for the people to allow property owners enjoy the benefits of holding title documents for all economic or business dealings.

           The Assembly also passed a resolution to amend the State Traffic and Enforcement (TRACE) (Amendment), 2007 in view of the need to address the high rate of road accidents in the State.

            The passage of the resolution followed a motion moved by a member representing Odeda State Constituency, Oludaisi Elemide, seconded by Haruna Wahab and supported by entire the lawmakers through a voice vote.

OGUN REHABILITATES 94 SCHOOLS, 20 HEALTH CENTRES IN SIX MONTHS





          Ogun State Ministry of Housing say it has rehabilitated 94 public schools (primary and secondary) across the three Senatorial Districts in the State, just as 20 primary health care centres in the 20 Local Government Areas were also rehabilitated within the last six months.

          The State Commissioner for Housing, Mr. Jamiu Omoniyi stated this while presenting the achievements of the Ministry to the members of the House of Assembly Committee on Lands and Housing led by Hon. Damilola Soneye, at the Assembly Complex, Oke-Mosan, Abeokuta.

          The Commissioner, represented by the Permanent Secretary in the Ministry, Pastor Bolaji Orekoya, explained that the ministry had prepared preliminary drawings, survey and cost for the proposed construction of 23 units of residential buildings consisting of 11 three-bedroom units and 12 of two-bedrooms on an identified parcel of lands at the Workers Estate at Laderin, Abeokuta.

         He added that the ministry had identified and carried out survey of eight sites/locations for the provision of affordable housing scheme for the development of housing in the three Senatorial Districts; saying that the construction of Covid-19 Isolation center at Olabisi Onabanjo University Teaching Hospital (OOUTH), Sagamu was done during the period under review.

         According to him, the renovation/conversion of the ICU ward at the 250 capacity bed hospital at Abeokuta Isolation/ Covid 19 Centre was carried out by the ministry, stating that the four fire stations in Abeokuta, Ijebu-Ode, Ota and Sagamu were equally renovated by the ministry during the period.

         He listed some of the other public facilities renovated to include the Commissioners' and Legislative quarters in Abeokuta and Sagamu International Stadium amongst others.

WOMEN AFFAIRS MINISTRY RECONCILES 98 ESTRANGED COUPLES, 668 FAMILY CASES IN SIX MONTHS




          In her quest to achieve a more orderly society, through promotion of harmony in family units and reduction in juvenile delinquency, the Ogun State Ministry of Women Affairs and Social Development says it has reconciled 98 estranged couples with 668 family cases successfully handled by the Social Development Area Offices domiciled in the twenty Local Government Areas in the State.

          The State Commissioner for Women Affairs and Social Development, Mrs Funmi Efuwape said this at the on going 2020 budget assessment session before the members of the State House of Assembly Committee on Women Affairs and Social Development led Hon. Sikirat Ajibola.

          Efuwape in company of the Special Adviser to the Governor on Women Affairs and Social Development, Hon. Adijat Adeleye-Oladapo, stated that the ministry had continued to promote gender equality through empowerment facilities for socioeconomic development, trained 150 women and youth on four different vocations, including catering and decorations, hairdressing as well as fashion designing amongst others during the 2019/2020 skill acquisition training programmes within the period under review .

          She added that the Ministry was putting together strategies towards designing a training programme for teachers on Child Safeguard and Protection Policy, with a view to identifying children/ pupils going through abuse for proper rehabilitation and protection.

          Efuwape noted that a total of 253 rehabilitated destitute, beggars and vagrant lunatics were reunited with their relatives and families.

          In their various remarks, the State lawmakers commended the management of the Ministry for its commitment to promoting a peaceful society, enjoining them to do more of community outreach, sensitization and other link up for those undergoing challenges and other gender based violence for neccessary intervention. They noted that there was need to ensure a more severe punishment for gender based violence offenders.

          Also, the Rector of Gateway Institute of Technology Igbesa, Dr. Funke Akikurolere and the Ag. Rector, D. S Adegbenro ICT Polytechnic, Kehinde Job-Olatunji, had the budget performance of their institutions appraised by the members of the House Committee on Education, Science and Technology led by Hon Adeyemi Ademuyiwa.

UPDATE ON CLASH BETWEEN MOTORCYCLE RIDERS AND POLICE OFFICERS AT OJOFU




          As against the information that there was a clash between motorcycle riders and Staff of Ifo local Government preliminary investigation had shown that the clash was actually between the Police, Adigboluja police station and some Hausawa boys who are commercial bike riders.


           Mr Akinluwade Eyintayo, Divisional Police Officer of the station had received a distress call of robbery going on within Kosoko area of the axis, upon getting there with his team, normalcy was restored. It was on his way back with his team he met some bike men fighting mortorists where in the process the roads were blocked for users.


           The patrol team intervened by arresting those involved and this led the Hausawa boys to mobilise, attack and vandalise properties within the police station.
Not satisfied with this, they mob an officer and tried to snatch an Ak 47 with 26 rounds riffle from the officer. This led another officer to shoot on air to disperse them. It was in the process that the deceased was hit.


          As the chief security officer of the local government, I paid a visit to the police station to see the extent of damage been done. I also took my time to see some of the victims at Tomade Medical Centre, where they were been treated and responding very well to treatment.
During the course of investigation i was made to understand that a similar incident occurred in 2018 where these boys tried to burn down the police station after vandalising vehicles parked within the premises of the station.

          To ensure similar incident doesn't occur in future, relevant stakeholders were carried along in other to broker peace. I visited The Olojodu of Ojodu kingdom, Oba Samuel Olusegun Shobowale Benson (Onigbakule-Lubajo 1) and the leader of The Hausa community in Ojodu, Alhaji Basil to get their views on the issues and I was glad they gave assurance to call for peace amongst the inhabitants of the community.

SKILL ACQUISITIONS: KEY TO YOUTH DEVELOPMENT BY OLAMIDE LAWAL




          The kind of skills, attitudes, competence and trainings of an Individual will always enhance the mental, physical and social development of the individual and nation at large.



          This would also reflect in his or her intellectual competence and sagacity towards matters in the Society.


          It is based on the above that we would continually engage our youths in skills acquisition, sensitization, training, and public enlightenment to enhance productivity and intellectual development of Ogun Youths.

          In fulfillment of this, I paid an Assessment visit to the Skills Acquisition center of the National Directorate of Employment in Sabo area of Abeokuta North Local Government where some youths are currently undergoing training in tailoring and at the same time, producing nose masks of about 20,000 pieces that would be donated to the State Government.




          While assessing the activities at the centre, I noted that “We appreciate every of your effort in ensuring that you're partnering with us. Looking around, I see that majorly, females are here and it's a thing of joy that our women have taken this upon themselves.
“Skill acquisition is not an easy thing that can be done by a lazy person, you have to be committed, active and in fact, passionate. All these are things you have all exhibited and I can tell you that this skill, tailoring, is a very good profession which can be used to feed not only yourself but even many of your immediate families because it deals with creativity and also cloth is what we wear everyday. These are part of things the current government is trying to do to empower the youths particularly in the area of agriculture, as Food is very essential and we also must be able to feed ourselves, that is the more reason why you have seen several initiatives on Agriculture.”


          Also, I have opened discussion with the Ogun State Coordinator of the National Directorate of Employment and we are going to go into more partnerships with them on this skill acquisition by the special grace of God because government is also proposing that we have a new development center where several skills like this would be acquired.


          I have seen several graduates that after completing four to five years education in school would still go back to learn skills like this because of the unavailability of white collar jobs, until there is massive industrialization, we have to stop depending on white collar jobs but I want all youths in the Gateway State to be rest assured that as you have taken it upon yourself to learn this skills, the government on its own side would not let you down as it would do everything within its capacity to cater for the welfare of the youths.



          Let me reiterate that Our governor loves youth so much that he established a job porter to capture the unemployed youths in Ogun state and they are being catered for via the office of the Special Adviser on Job creation and Youth empowerment which was created by Governor Dapo Abiodun MFR



          The State Coordinator of the National Directorate of Employment, Mr Adekunle Bamgbade, in his reaction appreciated the Prince Dapo Abiodun led administration for its support and synergy towards the emancipation of the youths from the shackles of joblessness and poverty. He highlighted some of the outlined programmes of his directorate while seeking for further support and cooperation of the State government.

NO FARMER, NO SOCIETY, AGRICULTURE IS A STRONG DETERMINANT OF SURVIVAL OF A SOCIETY BY OLAMIDE LAWAL



         NO FARMER, NO SOCIETY

A popular maxim says; No Agriculture, No society!


           Every nation which intends to move on a fast speed, usually exploits opportunities in Agriculture. This is because Agriculture is not just a vehicle for development, it is also a source of livelihood in every sane society, as development of the sector, enhances development of other pillars in the developmental circle.



          Unfortunately and Hitherto, Agriculture in Africa used to be left majorly in the hands of the aged and uneducated rural dwellers, who have little or no knowledge about modern agricultural techniques or Mechanized Agriculture until recently, when youths began to see the need to venture into it especially coupled with the government Agricultural empowerment initiatives. Examples are the ones initiated and pursued by the youth-friendly Governor of Ogun State, Prince Dapo Abiodun MFR.



          On the 9th July, 2020, I visited the Ogun State Agricultural Development Programme office (OGADEP) in an effort to further facilitate an enabling environment for youths to venture into Agriculture, having sought the approval of the resourceful Commissioner for Agriculture, Dr Adeola Odedina.


          In furtherance to this effort, I addressed Ogun State farm settlement occupants at Agro Services Department in Asero, on the need to give youths the privilege to explore their potentials in Agriculture by paving way for them to exploit the idle lands within their settlements across the State. I also implored them to accommodate youths in the state, who do not have inherited farm settlements, so as to ensure sustainable and even development in the Agriculture sector of the State's economy.

           I noted that "Ogun State is blessed with 80% arable land which allows for easy growing of crops, thus standing as an advantage.”

           I also pointed out that “As a matter of fact, through Agriculture, thousands of youths in Ogun State have become self sufficient with the opportunity to expand their agro businesses and ideas, using the All inclusive Agricultural scheme of the present government.”

          "It is a good thing that the governor of Ogun State has made Agriculture attractive to youths in the State, using innovative and thoughtful schemes with huge profits for people who venture into it".

          I also used the medium to advise the youths in Ogun State, to take advantage of the economic potentials of Agriculture because there are many opportunities yet untapped in the Agro-Allied sector.


          The settlers in their response assured my team of optimum cooperation and sought for inclusion of their siblings in government initiatives. They also sought for improvement on the infrastructure of the settlements so as to aid their efficiency and smooth mobility of the farm produce.

          The Director of the department, Mrs. Josephine Sodiya in her reaction highlighted the opportunities and benefits that are inherent in Agriculture, assuring that youths would be major beneficiaries of these initiatives,if they venture into it.

          She concluded by promising that the agency would continue to give equal opportunities to every resident of the Gateway state, who shows interest in Agriculture.
She pleaded with the settlers to give maximum cooperation when the programs kick off fully.
